Hello.

ARC included non-free and unclear license statement. Its non-free and confuse. (ARC license tag is GPL)

Please See debian bug number "641449" datails.

I think that this package be affected by debian bug number "641449". (I view and checked this source package)

Suggests:

1. Remove Fedora repo.

2. Contact Upstream Author.

3. Make Scratch (clean room), under acceptable fedora license. (Example: GPL, BSD, etc...)

As is clearly explained in both the included LICENSE file and in the Debian bug you've so helpfully linked, there is no licensing issue. arc has been relicensed to the GPL license with permission of its original author -> clearing fe_legal

The only problem is that some of the docs / copyright messages printed when running arc do not properly reflect this license change. I'll prepare an updated arc package fixing this.

* should be available at your local mirror within two days.
