Description of problem: Qemu supports a virtual watchdog device which can be used to reset or pause a guest. This is already supported in vdsm API, and we're missing the engine side. Additional info: There are cases where the guest will crash but libvirt will report the VM is up. In such cases the engine fails to handle properly HA VMs.
