With this update, the "Guide" link in the User Portal title bar links dynamically to different guides based on the user clicking the link. Basic users are linked to the User Portal Guide, and Power Users are linked to the Power User Portal Guide.

Description of problem:
Currently the "Guide" link at the top of the User Portal title bar leads users to the User Portal Guide. The User Portal Guide mainly details how to use the "Basic" user portal, ie it doesn't contain information on creating VMs, adding network interfaces, creating templates, etc.

It might be more appropriate to point to the Power User Portal Guide instead, which is also packaged in rhevm-doc. For bonus points, maybe users with basic permissions can be linked to the User Portal Guide, and users with advanced permissions can be linked to the Power User Portal Guide.

This issue is present on version 3.2.0-10.14.beta1.el6ev.

Expected results:
Option A: User is directed to html output of Power User Portal Guide
Option B: Basic users are directed to the User Portal Guide; and advanced users are directed to the Power User Portal Guide.

Alex: need the "Guide" link in the user portal to lead to the user portal guide [1] in the Basic view, and to the power user portal guide [2] in the Extended view.
