Cause: If the named was running in a chroot, the initscript was checking if the server is already running after it mounted the chroot filesystem. Consequence: As a consequence if some directories were empty in the chroot, they were mounted again on each 'service named start'. Fix: The initscript was fixed to check if named is running before mounting filesystem into the chroot. Result: As a result if named is running in a chroot and 'service named start' is called, no directories are mounted multiple times.

Description of problem:
When using bind-chroot and calling 'service named start' multiple times
already mounted directories are mounted again every time if they are empty.
In the end you end up with empty directories mounted multiple times.

Steps to Reproduce:
1. install bind-chroot
2. call 'service named start' multiple times
3. check mounts
  
Actual results:
/etc/named on /var/named/chroot/etc/named type none (rw,bind)
/usr/lib64/bind on /var/named/chroot/usr/lib64/bind type none (rw,bind)

are mounted multiple times.

Expected results:
each file/directory is mounted just once.

inclusion in the current release of Red Hat Enterprise Linux.
Because the affected component is not scheduled to be updated
