Description of problem:

If there's quota defined on a DC and VM does not have quota defined, there's event:

Missing Quota for VM, proceeding since in Permissive (Audit) mode

                  ^^^ where is VM name?

How reproducible:
100%

Steps to Reproduce:
1. Have quota on a DC (I had audit)
2. Creta a VM without quota defined (I did via api)
3. Start VM
  
Actual results:
event has no VM name

Expected results:
event should have VM name as this event is visible event under DC...
