after_new_quota_was_created

Description of problem:
When there are two DC's in system, and each DC has it's own quota, let's say:
DC_31 has quota_31
DC_32 has quota_32
then under DC_32 -> quotas tab, try to add new quota, after you create new quota, you can see quota of DC_32 for a while, and it can be also edited/deleted.

Steps to Reproduce:
1. Create DC_31 and DC_32.
2. Create quota_31 in DC_31 and quota_32 in DC_32.
3. Under DC_31 -> quotas tab, create new quota.
  
Actual results:
After quota is created, quota_32 is shown in quotas subtab.

Expected results:
After quota is created, quota_32 is shown in not quotas subtab.
