(The printer works OK after installing hplip-gui. The issue here is the bad initial user experience and the error message / request for feedback. If hplip-gui is necessary then I would expect PK to install it.)
Thanks for the ID, I've checked in that fix. hplip-gui isn't -- strictly speaking -- necessary, in the sense that installing the plug-in can be done from the command line. The way it is expected to work for hplip drivers requiring the plug-in is this: the first time you print a job, that job will fail. As a result, a notification should be displayed instructing the user to run "hp-plugin" to install the required plugin. (HPLIP controls the message text of this notification.)

No, a missing ID wouldn't cause that. If you view the printer using system-config-printer, and look at the Ink/Toner Levels section, are there status messages for the printer?
