Add Guest OS quiesce for application-level consistency on Windows & Linux platforms.


This RFE was created to track the following RHEL 6.5 features to allow RHEV integration, as part of the RHEV backup API.

Bug 948017 - VSS support for qemu-ga-win
Integration with Microsoft Windows Volume Shadow Copy Service (VSS) using qeum-ga. 

Bug 911569 - Application-consistent online backup (qemu-ga freeze/thaw hooks for linux guests)
