Error shown on the screen

Description of problem:
Fedora migrated to localectl, so do we (bug #882206) this introduces an selinux denial which ultimately stops the installer from succeeding.

1. Launch test build
2. Select keyboard layout

error on installer screen and denial in audit.log

Expected results:
installer completes / next page can be selected

setenforce 0 is a workaround
