Description of problem:
Can not login the spice guest with password set in qemu.conf

How reproducible:
100%

Steps to Reproduce:
1. enable the spice password in qemu.conf file
spice_password = "XYZ12345"

2. restart libvirtd service
# systemctl restart libvirtd

3. prepare one health guest with spice type graphics, start it in the virt-manager

Actual results:
The password is required, but can't login with the password set in qemu.conf.

Expected results:
The password is required, should be login successfully with the password in qemu.conf


Additional info:
This bug is also occurred in rhel6

    qemu: fix default spice password setting
    
    Set spice password even if default VNC password hasn't been set.

We decided not to rebase libvirt in RHEL 6.5 to avoid stability issues
we faced in 6.4. This bug has already been trivially fixed upstream but
it is not considered important enough to be backported to RHEL 6.5.

Thus I'm pushing this bug to RHEL 6.6 (and setting Upstream keyword to
indicate we have patches upstream) for now. If you don't agree with
this resolution, please, give us reasons which you think are strong
enough for us to reevaluate the decision not to backport patches for
this bug.

can reproduce with libvirt-0.10.2-29.el6_5.7.x86_64
verified with libvirt-0.10.2-31.el6.x86_64.

step:

 for spice:
1.enable the spice password in qemu.conf file
spice_password = "XYZ12345"

2.restart libvirtd service
# service libvirtd restart 
Stopping libvirtd daemon:                                  [  OK  ]
Starting libvirtd daemon:                                  [  OK  ]

3.prepare one health guest with spice type graphics, start it in the virt-manager

4.use virt-manager and virt-viewer all need input password.
  input correct pwd, can log in guest.

  for vnc:
1.enable the vnc password in qemu.conf file
vnc_password = "XYZ12345"
