Would be nicer if the Power Config tab either didn't appear at all, or had a short message explaining that the user doesn't have access to see it. Right now, with the completely empty box, it just looks like something is broken (took me several seconds to realise I wasn't logged in).

verified on beaker-devel Version - 0.13.2(20130715)-->pass
steps:
1. visit beaker without login.
2. click to visit one system page.
3. click tab 'Power Config'.
results:
displaying messages:"You do not have access to edit power settings for this system."
