Can you describe what's being run that is producing the untranslated output? Is it passwd? Something else?
Hmm. The untranslated forms of the messages you're listing aren't in the gu and ml translation dictionaries for cracklib. They're in the de dictionary for libpwquality, though, while not in the gu and ml dictionaries for it. So I think the translations need to be added there. Reassigning.
The libpwquality library translations are maintained in transifex. https://www.transifex.com/projects/p/libpwquality/
Same issue for Hindi (hi_IN)
Unfortunately there are no gu_IN, ml, and hi_IN translations for libpwquality in the Transifex yet.
Still no progress in Transifex on the above languages.

Yes, these are included in latest Fedora Rawhide build already.
