Description of problem:
multi monitor: if only monitor 1 has been running since VM start, 2nd monitor won't come up when enabled via menu

Steps to Reproduce:
1. have a 4 monitor windows VM with just one monitor enabled, shut it down, start it up again, connect to it, wait till spice-vdagent is up'n'running again
2. in view - displays menu, enable monitor 2
3. 
  
Actual results:
2nd window comes up but it shows "waiting for display 2" forever and the monitor is showed as disabled in guest configuration

Expected results:
the monitor should come up completely

Additional info:
  * bug 952715 is also reproduced using steps above
  * this bug is disctinct from bug 928850
  * this bug may be distinct from bug 922394 because when bug 922394 occurs, mouse pointer is not affected
