Description of problem:

As part of fix to https://bugzilla.redhat.com/show_bug.cgi?id=907636, all kickstart sections is now terminated with and %end. However, when 'manual' is defined, the %packages section is not present, but a superflous %end is added to the kickstart causing the job to fail. %end should be made conditional and present only if %packages have been defined.
