Description of problem: It is possible to move cursor anywhere on virtual text terminal.

Version-Release number of selected component (if applicable):
agetty from util-linux-2.23-1.fc19.x86_64

How reproducible:
Always

Steps to Reproduce:
1. Switch to text terminal from X with Ctrl+Alt+F2.
2. Press, for example, Up, Up, Backspace.
  
Actual results:
Cursor goes 2 lines up and deletes symbols left to it.

Expected results:
Something like ^[[A^[

Additional info:
This is reproducible on any text console (Ctrl+Alt+F3,4,...), not only the first.
This is also reproducible on F-18
