In F18, if you go to the "Full disk summary and bootloader..." screen and select the disk that is currently set as the bootloader target, the "Set as Boot Device" button turns into a "Do not install bootloader" button that lets you not install a bootloader at all. In F19, that does not happen. The button still reads "Set as bootloader device". (And if you click it, anaconda crashes: #962628).
Proposing as an FE, we certainly want this option present and testable in Beta.
Please. After reviewing the blocker meeting minutes and seeing this, I cancelled one of my tests of RC4 since I would have needed to "Do not install bootloader." Thanks.

Accepted as a freeze exception issue - this would probably be a final blocker, and we definitely would like to get the option back for Beta release for testing. Its absence has already been noted in the forums.
