Description of problem:


When creating a rhos cert, certain hwcert flags should be set (same as creating rhel cert or mrg cert).  But this feature doesn't work.

How reproducible:


Steps to Reproduce:
1.Go to a rhel cert which can create a rhos cert
2.Go to "Advance" page and create a rhos
3.
  
Actual results:
Hwcert flags are not set


Expected results:
Some hwcert flags (for example spec review flag) should be set
