Description of problem: 
Command to display server quorum status.


How reproducible:
Always

Steps to Reproduce:

1. Set server quorum type to server 

2. Set server quorum ratio to any percentage or leave it at default.


Actual results:

When a few servers go offline, we have to manually calculate to validate if quorum ratio has been met or not.

Expected Result:

A command that displays whether quorum ratio has been met or not.

For example:

gluster volume <vol-name> quorum status

Currently with RHGS 3.1, when the server quorum is not met , its logged in /var/log/messages

Based on #c2 there is a way to detect quorum loss and we don't plan to introduce any command to display it.
