Description of problem:

Created a scalable application using download mock cartridge url: 

https://raw.github.com/openshift/downloadable-mock/master/metadata/manifest.yml

but the application can not work, haproxy shows local-gear is always down.

Steps to Reproduce:
1. Login to openshift website
2. Create scalable application using url :

https://raw.github.com/openshift/downloadable-mock/master/metadata/manifest.yml

Actual results:

The application can not work, haproxy shows local-gear is always down.

Expected results:

The application should work correctly.

Tested on devenv_3247 using https://raw.github.com/ironcladlou/openshift-origin-cartridge-perl/master/metadata/manifest.yml, scalable app can work correctly, will verify this bug after it is on qa, thanks.
