LG_QUANTUM definition for aarch64

Description of problem:
LG_QUANTUM is not defined when building jemalloc for aarch64.

This is now in upstream, and included in jemalloc-3.4.0-1 which is in rawhide. Packages for f17, f18, f19 and el6, which was pushed to testing today.
