quagga 0.99.22.1-2 is not built with $RPM_OPT_FLAGS, fix attached. BTW -fstack-protector is already in default $RPM_OPT_FLAGS.

I rewrote quagga specfile quite a bit in order to make it more readable. Unfortunately I introduced couple bugs. Good catch on this one. If you find something else, please let me know. Thanks.

I have built package in rawhide and pushed F19 update.
