I would like the meaning of disabled to mean:
1) No metrics are gathered for this resource
2) No alerts will be generated for this resource

It seems that RHQ still calls the resource even if disabled. We also see measurements gathered and alerts still being generated.

One use case is if the plugin is misbehaving or causing issues with the monitored resource so we need to stop gathering metrics.
