should be:

17,47 * * * * /usr/bin/env scl enable ruby193 "puppet agent --config /opt/rh/ruby193/root/etc/puppet/puppet.conf --onetime --no-daemonize"

this only affects ruby193-puppet installations w/ our openstack-foreman-installer, not the regular packstack installation

verified in latest install (SNAP2)
