aarch64 support for libatomic_ops

Description of problem:
There is no aarch64 support in libatomic_ops.
The attached patch is a backport of aarch64 support in upstream libatomic_ops.

The fix is pushed f19+.  I am not going to build and submit update for f19/f20
as it imo does not make sense.  Feel free to reopen if you see some problem
there, thanks.
