It looks like this is caused by a missing dependency on the "python-migrate" package, which should be extremely easy to fix.

python-lxml and python-migrate are missing dependencies.

This message is a reminder that Fedora 18 is nearing its end of life.
Approximately 4 (four) weeks from now Fedora will stop maintaining
and issuing updates for Fedora 18. It is Fedora's policy to close all
bug reports from releases that are no longer maintained. At that time

This bug should not be closed.

This bug appears to have been reported against 'rawhide' during the Fedora 22 development cycle.
Changing version to '22'.
