xfstools is 3.2MB, and we're not using XFS in the Fedora cloud images. RHEL 7 might, but could we make cloud-init just _warn_ if the package is needed and missing? That way we wouldn't need it pulled in on systems where it will never be needed. (And it can be added to the package list for images built with XFS.)
