Description of problem:

When a user creates a content view definition, it is possible that they add a filter, but forget to specify products/repositories for that filter.  When that happens, the user can still publish/refresh the view; however, the filter will not get applied.  This can be confusing to the user; therefore, we should help them out.

Steps to Reproduce:
1. create a provider/product/repo
2. sync repo
3. create a content view definition
4. associate product with the definition
5. create a filter on the definition, but do not associate a product/repo with the filter
6. create a filter rule to 'exclude' a couple of packages
7. publish the definition as a view

Actual results:
observe that the published view contains all pkgs from the repo

Expected results:
the view is created omitting the specified packages

The following are a few things that might help the user:
1. make the 'Repositories' tab of the filter the 'default' tab when none have been selected.
2. do not allow user to add a filter rule if there are no products/repos associated with the filter... could possibly disable the tab where rules are created
3. prohibit the user from removing the last product/repo from the filter, when there is at least 1 filter rule
   - or - 
4. warn the user if they attempt to publish/refresh a view when there is a filter that does not have any products/repos associated with it, but has at least one filter rule

For this BZ, updates were made to support the following suggestions from the initial description:
1. make the 'Repositories' tab of the filter the 'default' tab when none have been selected.
2. do not allow user to add a filter rule if there are no products/repos associated with the filter.

For the long-term, there are mockups which will drastically change the UI; therefore, for the short-term, did not pursue suggestions 3 & 4.

Suggestions 1 & 2 are implemented as mentioned in comment2.

'Repositories' tab selected as default tab when you create a filter and when no other repos are associated to filter

when no repo is associated to filter then user will not get 'Add New Rule' button.
