add 2 subpackage for cloning hg and bzr repos

New git version ( since 1.8.2 ) can be used to clone remote bzr and hg.
Here is a patch to enable 2 subpackages that permit to use them, as they are for now in contrib/remote-helpers


I only tested build on rawhide and F19,

git-1.8.3.1-1.fc19 has been submitted as an update for Fedora 19.

Package git-1.8.3.1-1.fc19:
* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing git-1.8.3.1-1.fc19'
as soon as you are able to.

git-1.8.3.1-1.fc19 has been pushed to the Fedora 19 stable repository.  If problems still persist, please make note of it in this bug report.
