policycoreutils requires systemd-sysv, but it's not used

I can't see the usage of /usr/bin/systemd-sysv-convert (systemd-sysv).
Why does the specfile have:
This requirement unnecessarily pulls in python in a bare minimal install, because of this.
I have no idea why that is there other then maybe when we were requested to change
policycoreutils-2.1.14-46.3.fc19 removes the requirement.
policycoreutils-2.1.14-46.4.fc19 has been submitted as an update for Fedora 19.

* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing policycoreutils-2.1.14-46.4.fc19'
as soon as you are able to.
