In NetworkManager-, the nmcli(1) manual page references nm-settings(5), but this manual page does not exist in any Fedora 19 package.

NetworkManager- has been submitted as an update for Fedora 19.

nm-settings(5) was missing due to building without "--enable-gtk-doc" that was disabled due to conflicts with hardened build (see bug 892837). But it appears to be resolved now.

Package NetworkManager-
* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing NetworkManager-'
as soon as you are able to.
