Description of problem: quagga is service implementing network, however it has WantedBy=network.target in its service files. This might cause that after enabling quagga services, those won't be started on next reboot in case when no other service pulls in network.target, e.g. network initscript or NetworkManager. How reproducible: always Steps to Reproduce: 1. disable network service and NM 2. configure and enable zebra service 3. reboot Actual results: zebra.service is not started Expected results: zebra service is started
