Description of problem:
There is MIT licence (accidentally?) packaged in ruby193-rubygem-splice_reports package:
# rpm -ql ruby193-rubygem-splice_reports | grep LICENSE
/opt/rh/ruby193/root/usr/share/gems/gems/splice_reports-0.0.5/MIT-LICENSE

However package's license is different:
# rpm -q --queryformat "%{LICENSE}\n" ruby193-rubygem-splice_reports
GPLv2

Version-Release number of selected component (if applicable):
ruby193-rubygem-splice_reports-0.0.5-27.el6sam.noarch

There is also a funny /opt/rh/ruby193/root/usr/share/gems/gems/splice_reports-0.0.5/README.rdoc file with the following content:
= SpliceReports

This project rocks and uses MIT-LICENSE.

Removed MIT-LICENSE and updated README.rdoc
