Another data point.. installing an older version from Fedora 18 exhibits the same behavior on Fedora 19 http://mirrors.kernel.org/fedora/releases/18/Everything/x86_64/os/Packages/p/powertop-2.2-3.fc18.x86_64.rpm
I can confirm that powertop-2.1-2.fc17.x86_64.rpm DOES work correctly on Fedora 19 in that the tabs are accessible with the arrow keys.
This is by design. Arrow keys allow you to scroll up and down through the screen. For switching through the tabs use Tab and Shift + Tab.
