Nikola did this actually make Havana? My script picked it up because the blueprint has been moved to "next" (there is also a comment there indicating that it was disabled in Havana). Perhaps this needs to be removed from the errata and the release flag moved to 5.0?

Indeed, the lazy translation was disabled in Havana to prevent some problems with character encoding and logging (See https://review.openstack.org/49277). Besides this, we don't ship the translations with our packages (See bug 892602) which would be needed for this feature to work.
