I've worked to update the mingw-proj to the latest 4.8.0 release, SPEC and SRPM are here:

- Update to 4.8.0
- Remove upstreamed patch
- Also build mingw64 packages
- Add static subpackage
- Modernize spec file
I'm happy to (co)maintain the package if desired.
