Any reason for dropping the "CFLAGS="%{optflags}" part of the make commands?

Because crda build system is unable to find libnl3 if CFLAGS is added to make command line.

This bug appears to have been reported against 'rawhide' during the Fedora 20 development cycle.
Changing version to '20'.
