Description of problem:
After booting into kernel w/o backlight acpi_video0 in sysfs. Only with intel backlight in sysfs I can't use power settings.

Same here with same version of control-center on 64-bit.
control-center-184.108.40.206-1.fc19 has been submitted as an update for Fedora 19.
* should fix your issue,
* was pushed to the Fedora 19 testing repository,
* should be available at your local mirror within two days.
Update it with:
# su -c 'yum update --enablerepo=updates-testing control-center-220.127.116.11-1.fc19'
as soon as you are able to.
