Description of problem:
Cannot shutdown VM using API or Admin Portal

How reproducible:
Very

Steps to Reproduce:
1. Shutdown VM from Admin portal or using API

Actual results:
The status changes to powering_down, then 5 minutes later the message "Shutdown failed" appears

Expected results:
Successful guest shutdown

Well we can see here that the guest agent is actually sending the poweroff. If it doesn't work this was blocked by another application e.g. A system service. In this case there's nothing we cannot do anything.
