Description of problem:
Please add OSGi manifest for plexus-utils.
The manifest is required for plexus-utils to be able to used as
bundle by Eclipse and Tycho.  It is needed to build Eclipse Sisu,
which is dependency of Apache Maven version 3.1.0.

The manifest should contain:
  Bundle-SymbolicName: plexus.utils
  Bundle-Version: 3.0.9
  Bundle-ManifestVersion: 2

Version-Release number of selected component (if applicable):
3.0.9-5

BSN will be org.codehaus.plexus.utils instead of plexus.utils

I believe that this bug is fixed in plexus-utils-3.0.9-6,
which is available in Fedora Rawhide, so I am closing this bug now.
