Based on the Bug 982306 comment #5

The intent is to:
- report cgroups status on vdsm capabilities.
- collect the information by the engine - move to none operational if not up
- could have additional UI part to display the cgroups ststus.

currently we don't see the customer use case need for this support. if needed please reopen with specific use case.
