LBaaS functionality has been in Neutron (was Quantum) since Grizzly and RHOS 3.0

We need to move this functionality from Technology Preview to fully supported.

This bug is to track overall testing of the LBaaS APIs

Verified on rhos 4.0 running on rhel 6.5 with openstack-neutron-2013.2-0.12.rc1.el6ost.noarch

resolution of ERRATA.
