Now that redhat-rpm-config maintenance became saner... fixed in redhat-rpm-config-14-1.fc21, but with a small difference to your patch: I used %_configure_gnuconfig_hack (note the underscore prefix) for consistency with the similar %_configure_libtool_hardening_hack macro.
