This bug appears to have been reported against 'rawhide' during the Fedora 20 development cycle.
Changing version to '20'.

So this might not be related to missing perl-Language-Expr at all :(
It kight be related to perl-Moo, I'll investigate.

* should be available at your local mirror within two days.
Update it with:
