Description of problem:
If use fuse mount to create qcow3 image,it is successful.
If use fuse bypass or fuse mount to create qcow2 image, both are successful.
only qemu-img don't support to create qcow3 images with fuse bypass

Steps to Reproduce:
1.# qemu-img create -f qcow2 -o compat=1.1 gluster://  20G

Actual results:
Formatting 'gluster://', fmt=qcow2 size=21474836480 compat='1.1' encryption=off cluster_size=65536 lazy_refcounts=off 
qemu-img: Header extension too large
qemu-img: gluster:// error while creating qcow2: Invalid argument

Expected results:
create sucessfully.
