Description of problem:
We have many VMs that are down for some long time and hence are candidates for deletion (clean-up). I would like to be able to prevent from these VMs to boot and that the user will be notified accordingly, i.e. to contact the admin to unlock a particular VM. 



Steps to Reproduce:
1. Admin should be able to have the "Lock/Unlock" option available in the "right click" menu. This will allow bulk change for all selected VMs.
2. The VMs should be marked as locked.
3. Booting the locked VMs shouldn't be possible.

problem scope is already solved in CloudForms.
