Description of problem:
The documentation on the katello wiki (https://fedorahosted.org/katello/wiki/Install) mentions grabbing a default configuration file located at /usr/share/katello/install/default-answer-file.  This information is corroborated by the file listing of the RPM.

The RPM needs to be updated to include the file or remove it from the file manifest.  Additionally, the documentation/wiki may need to be updated.

[root@provisioner2 yum.repos.d]# yum whatprovides /usr/share/katello/install/default-answer-file
Loaded plugins: product-id, security, subscription-manager
This system is not registered to Red Hat Subscription Management. You can use subscription-manager to register.

katello-configure was not installed by the metapackage "katello" (I did not wish to have foreman components installed by "katello-all").  So this is a user error and in my case you can't fix stupid apparently.
