Description of problem:
Populate another instance with a distributor created from first instance

How reproducible:
# yum install -y katello-headpin-all
# katello-configure --deployment=sam --user-pass=***

Steps to Reproduce:

    1. Create and download a manifest from customer portal
    2. Login to Web UI
    3. Navigate to Subscriptions -> Redhat Subscriptions
    4. Upload the manifest from portal
    5. Navigate to Subscriptions -> Subscription Manager Applications
    6. Click + New Distributor
    7. Enter the Distributor Name and Save.
    8. Click on the new Distributor -> select the Available Subscriptions ->   
Click Attach
    9.Click Download to get the new .zip file
    10.Login to another instance of SAM/CFSE
    11.Navigate to Content tab -> Subscriptions -> Redhat Subscriptions
    12. Click on + Import Manifests
    13. Import the downloaded manifests from custom distributor
