Description of problem:
I was monitoring events in OpenShift webconsole for the following resources:
Machine
MachineAutoscaler
MachineConfig
MachineConfigPool
MachineHealthCheck
MachineSet
I was also monitoring events by running oc get events in openshift-machine-api namespace. While doing that, I manually shut down worker VM in oVirt. I kept monitoring events for more than 5 minutes and no event about that was generated.

Version-Release number of the following components:
openshift-install-linux-4.5.0-0.nightly-2020-05-26-051016
rhvm-4.3.10.3-0.1.master.el7.noarch

How reproducible: 100 %

Steps to Reproduce:
1. Have a running OCP on RHV cluster
2. Manually shut down one of the VMs in oVirt
3. Check if event has been generated

As requested by Roy, I deployed OCP4.4 cluster (openshift-install-linux-4.4.0-0.nightly-2020-06-02-202425). I shut down one of the master VMs manually from RHV engine. I waited about 7 minutes and monitored events in openshift-machine-api namespace. No event regarding the shutdown has been received. However, the Node has been reporting as NotReady and Provider State of the Machine has been down. See the ocp44_screenshots attachment.

I shut down the master VM at 10:30. These are all the surrounding events from openshift-machine-api (without filters applied).
