Description of problem:
cannot create bond via Setup Networks, because there is no way to get into create bond dialog

Version-Release number of selected component (if applicable):
oVirt Engine Version: 3.4.0-0.11.beta3.el6 

How reproducible:
100%

Steps to Reproduce:
1. Host -> your host -> Network Interfaces -> Setup Host Networks
2. drag & drop one physical interface over another (nothing happens)
or
3. right click on physical interface an pick bond with (another physical interface)

Actual results:
create bond dialog is not displayed

Expected results:
create bond dialog is displayed
