Description of problem:

notify-python-1.1.1-23.el7 is part of core os - epel7 shouldn't provide newer version. If epel7 version is needed it should have release number < 1.

What repo is it in?  I can't find it in centos 7 or scientific linux 7.

I asked centos folks why package is missing from distro.

According to bug #1044650 it was dropped from RHEL7

Ok. This is acutally problem with published git.centos.org repos with dropped packages - those repos are not properly closed. I filed a centos bug about the issue and they will hopefully close these repos.
